While addressing the open session of Congress, Mr. Shabbeer demand for allocating a sub-plan for Minorities. He also stressed his party not to hesitate to give appropriate places to the Muslims Mr. Mastan Wali, MLA of Guntur presented a resolution for allocating sub-plan for Minorities.
Quoting Sachar Committee report, Mr. Shabbeer told that the Muslims are more backward in economic and educational field than Daliths. He welcomed the sub-plan for S.C.’s and S.T’s and pleaded for allocating Rs.5,000 crore for Minorities. He told that it is a fact that the performance of A.P. Govt. is far better than other sates in the implementation of welfare schemes for Minorities. There are 40 ministers but only one Muslim is given ministry. He is the minister of graveyards (Wakf). He pointed out that Congress, TDP, TRS and CPI had floated 6, 4, 3 & 1 candidate respectively from Telangana Region during the last general elections but unfortunately not a single candidate could win election. He lamented that no party is serious about Muslim candidates successful in elections but hey get united to defeat him. Why is such a treatment is meted out to Muslim candidates, he asked.
Addressing Mr. Ghulam Nabi Azad, he said that he had made a promise that Muslims would be given their share in A.P. Legislative Council and corporations but nothing has been done so far. He told that still there is a time for getting the Muslims closer to Congress party. Muslims should be given their due share by nominating them to corporation posts. Exposing TDP’s lofty claims, Mr. Shabbeer said that till 2004, Minorities budget was only Rs. 3 crore. Today, Congress Govt. is spending Rs. 290 crore on Minorities. A sum of Rs. 489 crore has been allocated for Minorities in the next budget.
He further pointed out that during TDP rule, Muslims were not getting even a peon’s post but today thousands of Muslim youths are getting free professional education and jobs. He mentioned that during the current years 9000 and 224 students are getting engineering and medical education. He said that the credit of enhancing scholarships to the Muslims on a par with the S.C.’s goes to Congress Party. Congress provided 4% reservation to Muslims. He said that Mr. Naidu is making a promise to provide 8% reservations to the Muslims which is impossible.
He also targeted TRS and said that it failed to get the Assembly seat for a Muslim candidate from Mahaboobnagar. Criticizing Telangana Political Joint Action Committee, Mr. Shabbeer told that it supported BJP candidate in Mahaboobnagar and as a result a Muslim candidate suffered defeat. When Mr. Shabbeer was criticizing Telangana JAC, Telangana Congressmen wanted that he should not say anything about Telangana. Sensing the pulse of the audience, Mr. Shabbeer declared that he is a Muslim and he is raising his voice for the right cause. He also said that he is proud of being a Muslim and he also feels pride that he is an Indian and a Congressman.
