New Delhi: The DDA has signed an MoU with the National Institute of Urban Affairs (NIUA) for preparation of Master Plan for Delhi 2041, the urban body today said.
The DDA informed this to Lt Governor Anil Baijal in an Authority meeting at the Raj Niaws here. The L-G is also the chairman of the Delhi Development Authority.
“The DDA has signed an MoU with the National Institute of Urban Affairs (NIUA) for preparation of Master Plan for Delhi (MPD) 2041, as an enabling strategic plan and other related policies or plans which would be the guiding framework of the planning and growth of Delhi till 2041,” the DDA said.
In a statement, it said, NIUAs approach for the project comprises four phases which though distinct from one and the other would “neither be exclusive nor sequential”.
“It would involve building a base line quantitative understanding of Delhi at local and regional levels with quantitative understanding gathered from historical data, primary data collection and data from the DDA and other city agencies.
“This data would be overlaid on a GIS platform to understand linkages across various developmental themes in the city,” the urban body said.
This quantitative understanding will be complemented by a qualitative understanding of issues through stakeholder consultations with government agencies, academia, sector experts, community groups and civil society organisations.
“The enabling phase of the project will look at the roll-out strategy for neighbourhood redevelopment through development control regulations, land use, land pooling, land titling, local area planning and governance and coordination required to enable implementation of the plan,” the DDA said.
The NIUA would engage national and international experts for developing MPD 2041, it said.
During the Authority meeting, it was also decided that for optimum utilisation of vacant DDA lands allotted to various government agencies in public and semi-public (PSP) use zones for establishment of State Guest Houses suitable provisioning has been done in chapter 17 of the development code.
“This amendment will also allow 15 per cent of the permissible FAR (floor area ratio) under State Guest Houses to be utilised for staff quarters. Community Halls/barat ghars would also be permitted in Industrial (M) use zones as of part of redevelopment of industrial areas,” the DDA said.
Among other decisions approved by the Authority today, to facilitate ease of doing business for single-brand retail sector, the maximum ground coverage for commercial centres as per the development controls of Master Plan of Delhi 2021, has been uniformly increased to 50 per cent.
In the meeting, it was also decided to change land use for the area under relocated tyre market at Sanjay Gandhi Transport Nagar.
These three proposals now await the issue of final notifications by the Ministry of Housing and Urban Affairs, the DDA said.
