CONTEXTUAL BACKGROUND:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary: The ERD Program Assistant will support overall Cash Assistance program activities, including the data gathering and management of cash assistance recipients, monitoring and evaluation activities, the distribution of financial assistance, and capacity building of volunteers.

Major Responsibilities:

Support data management, this will include:updating data on weekly basis and ensuring accuracy of numerical and qualitative data, fixing problems and inaccuracies where needed.

Support ERD officers in fixing problems on installed of online surveys/application on the tablets

File all program supporting documents in Mafraq filed office

Keep track of any missing information/documents or errors and proactively follow up to retrieve this information.

Support M&E activities, such as overseeing volunteers implementation of Post Distribution Monitoring (PDM) surveys and other M&E tools, participating in relevant M&E meetings, contributing to monthly reporting

Leading or supporting in the planning and implementation of prepaid cards/hawala distributions in Mafraq, Irbid and Ramtha.

Other Duties:

Participating in procurement planning when needed.

Preparing petty cash when needed.

Support other colleagues to compile statistics and weekly activity reports.

Participate in regular team meetings and supervision sessions.

Work constructively within the team and take initiative on new tasks and ideas.

Any other task designated by the ERD Data Management and M&E Support Officer.

Job Requirements:

Education: University Degree in related field.
Work Experience: One 1 year of experience in the field of data entry, data management, IT, monitoring and evaluation or similar field. NGO experience preferred.

Demonstrated Skills and Competencies:

Demonstrated knowledge in managing online databases with sensitive information.

Organized and very high level of attention to detail.

Understanding of concepts of confidentiality and privacy.

Good interpersonal and team skills, as well as a positive attitude, eagerness to find creative solutions, patience and flexibility

Language Skills: Fluency in Arabic is required and intermediate to advanced English is preferred.

Working Environment: This position will be based in the Mafraq office, and travel to Irbid and Ramtha as needed, and the candidate will be expected to transport her/his self to the office.
