Dattatraya Submits Lengthy Memo to NCBC

Hyderabad: Bandaru Dattatreya, former Union Minister today met Chairman National Commission for Backward Classes Bhagwan Lal Sahni, during his visit to the city, and submitted a Memorandum on the injustices being meted to y Backward Classes in Telangana and discussed the issues.

Mr. Bandaru Dattatreya listed the issues concerning to Other Backward Classes on All India level for the perusal of the Commission. The issues raised by him are: Publication of Socio-Economic and Caste Census 2011; Sub-Categorisation of 27% of OBC reservations; Separate Ministry for Other Backward Classes; Providing Sub-Plan with budgetary provisions for Other Backward Classes in proportion to their population similar to that of Scheduled Castes & Scheduled Tribes which is in vogue under Government of India welfare schemes; Upgradation of Urban Slum Settlements into Colonies with all facilities resulting upgradation of the skills of OBC Artisans who reside mostly in Slums; etc.

The memorandum said the TRS Government in Telangana provided 33% reservations during Local Body Election in 2014. In spite of Integrated House Hold Survey conducted by the Telangana State Government during 2014 declaring the population of Backward Classes as 51% then decreased the reservations to 23% during Local Body Elections in 2019 due to which the Backward Classes have lost a major chunk of their share.
As per the Constitution BC Reservation percentage will be decided by the State Governments. That too on the basis of the Census. It is reminded that the TRS Government in Telangana with an intention to provide 12% reservations to Muslims which the Supreme Court rejection in toto. Hence based on the Act vesting power with the National Backward Class Commission you are requested to direct the Telangana State Government to provide 51% reservations in the Local Body Elections.

Hence these slum dwellers require encouragement by providing financial help in order to upgrade their Artisans Skills and further contribute to providing essential services to the residents of Urban Settlements. It is in this direction I have put this issue before you for getting Sub-Plan Sanction for OBCs from Government of India.
He informed the Chairman that the issues projected in the memo are within the ambit of National Backward Class Commission according to the act passed by both houses of the Parliament resulting issue of gazette no. 34 dated August 11, 2018, by Government of India, Dattatraya added.
