GHMC bags “Swachchata Excellency” Award again

Hyderabad: The Central Swachh Bharat Mission today announced “Swachchata Excellency” award for the Greater Hyderabad Municipal Corporation. The GHMC, which has 10 lakh population, was the only metropolitan city in the country got this award.

GHMC Commissioner Dana Kishore, Mayor Bonthu Rammohan and Deputy Mayor Baba Fasiuddin expressed happiness over the city getting the “Swachchata Excellency” award within ten days after getting ODF+ award from the Central Swachh Bharat Mission. The Commissioner said the sanitation sector offers growing livelihood opportunities for the Community Based Organizations (CBOs) and many Urban Local Bodies (ULBs) were making noteworthy efforts to engage CBOs in sanitation and solid waste managment related works, leading to a sustainable income and dignified source of livelihoods for them.

Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM) Swachhata Excellence Awards have been instituted by MoHUA to recognize the Area Level Federations(ALFs), City Level Federations (CLFs) and Urban Local Bodies (ULBs) working towards achieving sanitation outcomes with their communities and promoting dignified livelihoods in the sanitation sector.
The main objectives of Swachhata Excellence Awards are: To bring cleanliness and sanitation, as well as livelihoods in the sanitation sector, to the forefront of social discourse; To encourage ULBs, ALFs and CLFs for their initiatives related to elimination of open defecation, eradication of manual scavenging, behavioural change towards healthy sanitation practices, creating awareness about its impact on public health and modern and scientific solid waste management and to incentivize ULBs to mainstream informal sanitation workers, improve their income earning capacity and engage community organizations to achieve sanitation and cleanliness outcomes.

The GHMC was selected under Cities with population over One Million category for Engaging community-based organizations (SHG) and Informal Waste Pickers in sanitation and solid waste management. GHMC recognised unemployed, semi skilled Mahilas and SHGs from every ward were identified and enrolled by UCD dept. of GHMC as Swachh CRPs (Community Resource Persons)/Swachh Dhooths. These CRPs were trained and allotted 600 Households each to promote Source Segregation and ensure that all respective households give segregated waste to the garbage collector.

The GHMC has replaced tricycles with 2500 Swachh Auto Tippers and these SAT vehicles allotted to the existing and eligible (having valid Driving Licence) rickshaw pullers , rag pickers etc for effective door to door collection of garbage. In this scheme the down payment for SAT Auto For SC/ ST – 10% of the vehicle cost and for OBC – 20% of the vehicle cost from the applicant.

The remaining amount will be paid by GHMC with 9.3% of interest through monthly EMI. The Rag pickers will act as a driver-cum-owner of the SAT and their family members will work as a helper to collect the waste from households. Each SAT is tied up with 500 to 600 households and collect Rs 50 per month as user charges. The rag pickers will obtain additional income as Rs 150 to 200 per day by selling recyclables to DRCC at transfer stations collected separately during door-to-door collection.
