Panel to divide staff between AP, TS meets

The State Advisory Committee, constituted by Govt. of India to give recommendations on allocation of State cadre employees between the two States, met on Friday morning under the Chairmanship of Ajay Mittal, IAS, Secretary to Govt. of India, Department of Personnel & Training, Ministry of Personnel, Govt. of India.

  The 24th SAC meeting was attended by S.P. Singh, IAS., Chief Secretary, Govt. of Telangana; Dinesh Kumar, IAS., Chief Secretary, Govt. of Andhra Pradesh; Ramakrishna Rao, IAS., Principal Secretary to Govt. (SR), GAD, Govt. of Telangana; L. Premachandra Reddy, IAS (Retd), Ex-Officio Principal Secretary to Govt. (SR), GAD, Govt. of Andhra Pradesh and B. Ramarao, IAS., Secretary to CCLA, Govt. of Andhra Pradesh.

           

The following decisions were taken in the meeting: It was decided to proceed further with allocation of Dy. Collectors since the seniority of Dy. Collectors is finalised; It was decided to expedite finalisation of seniority of Deputy Superintendents of Police and Excise Superintendents; It was decided to constitute a Sub-Committee of the State Advisory Committee headed by. Kimbuong Kipgen, Joint Secretary, DoPT, Govt. of India;  K. Ramakrishna Rao, IAS., Principal Secretary to Govt. (SR), GAD, Govt. of Telangana as Member and  L. Premachandra Reddy, IAS (Retd.)., E.O. Prl. Secretary to Govt. (SR), GAD, Govt. of Andhra Pradesh as Member-Convenor.

The Sub-Committee was authorized to take all the required decisions to expeditiously allocate Deputy Collectors, Deputy Superintendents of Police and Excise Superintendents between the two States.

           

It was also decided that after final allocation is done by Govt. of India, if there are any requests of employees to accommodate them in the State other than which they were allotted such cases may be disposed of by both the State Governments after mutual consultation and agreement.

Chief Secretaries discuss pending issues

            

The meeting between the Chief Secretaries of Andhra Pradesh & Telangana to discuss and decide on pending issues was held here on Friday. The Chief Secretaries were assisted by K. Ramakrishna Rao, IAS., Principal Secretary to Govt. (SR), GAD, Govt. of Telangana as Member and L. Premachandra Reddy, IAS (Retd.)., E.O. Prl. Secretary to Govt. (SR), GAD, Govt. of Andhra Pradesh.

           

The following decisions were taken: It was decided to extend the time limit for application and disposal of Inter-State / mutual transfers applications of employees till June, 2018; It was decided to expedite division of Schedule-X institutions, which do not have land and buildings; It was decided to expedite the division of properties of A.P. Bhavan at New Delhi; It was decided to expedite approval of recommendations of the Expert Committee headed by Dr Sheela Bhide, IAS (Retd.) on division of assets, liabilities & employees of institutions listed under Schedule-IX of A.P. Reorganisation Act, 2014; It was decided to expedite the division of labour cess between the States of Andhra Pradesh & Telangana; It was decided to expedite the settlement of power dues between the two States; It was decided to divide the employees of the Lokayukta on the same lines as A.P. Administrative Tribunal; It was decided to expedite exchange of equal number State Cadre employees (Gazetted, Non-Gazetted & Last Grade employees), who are local to AP, opted to AP but allotted to TS and vice-versa between the two States.
