Triple Talaq Bill: Opposition parties may stall it

New Delhi: The Monsoon Session of Parliament will be held from July 18 to August 10. During the session, the government is expected to push for bills including the Muslim Women (Protection of Rights on Marriage) Bill, 2017 or commonly known as Triple Talaq Bill.

It may be mentioned that Lok Sabha had already passed the bill. This bill is pending in the other house of the parliament.

The bill makes a pronouncement of instant triple talaq in any form including spoken, written or by electronic means as illegal and void. As per the bill, the one who pronounces instant triple talaq shall be sent to jail for a term up to three years.

In the Rajya Sabha, the government has to get support from the opposition to pass the bill as NDA lacks a majority in the house. There is also the possibility of sending the bill to a Select Committee for review.

Congress may seek amendments to the bill as the party says that the bill has several loopholes. In Lok Sabha too, many parties had abstained from voting.

Either NDA has to incorporate changes in the bill as suggested by the opposition or it has to send the bill to the Select Committee. In such a situation, the chances of the bill becoming an act in this Monsoon session are less.

Speaking to the media, Parliamentary Affairs Minister Mr. Ananth Kumar appealed to all political parties to “constructively cooperate with the government” to make the session productive.

The Minister said that the government’s business would comprise several important bills including the Constitution (One Hundred and Twenty-Third Amendment) Bill, 2017; Muslim Women (Protection of Rights on Marriage) Bill, 2017; Transgender Persons (Protection of Rights) Bill, 2016; National Medical Commission Bill, 2017; Rights of Children to Free and Compulsory Education (Second Amendment) Bill, 2017 for consideration and passing in both the Houses of Parliament.

The legislative business would also include the passing of six Ordinances promulgated during the inter-session period before the monsoon session.

Kumar said that the election to the post of Deputy Chairman of the Rajya Sabha would also be held during the session as the term of P.J. Kurien is ending this month.
