Triple Talaq, Citizenship Bills to lapse if no RS nod today

NEW DELHI: Citizenship (Amendment) Bill, 2019 and The Muslim Women (Protection of Rights on Marriage) Bill – commonly known as the triple talaq bill would lapse if Rajya Sabha did not passed them on last day of the Budget session on Wednesday.

The two Bills which have generated much heat inside and outside Parliament were introduced in Lok Sabha, passed there and transmitted to Rajya Sabha.

According to a legislative procedure, a Bill pending in the Upper House which has not been passed by the Lok Sabha does not lapse on dissolution of the Lok Sabha. However, a Bill which is passed by the Lok Sabha and if fail to sail in the Upper House will lapses on the dissolution of the Lok Sabha.

This would means that both bills will would have to be reintroduced to clear Lok Sabha again, after the 17th Lok Sabha convenes after the general election.

Both the citizenship Bill and The Muslim Women (Protection of Rights on Marriage) Bill, 2018 projected as a question of ‘Insaaniyat aur Insaaf’ by the NDA-led-BJP government have been facing strong resistance from the Opposition and some of BJP’s own allies.

The Prime Minister Narendra Modi-led government is keen to get parliamentary approval for the Triple Talaq Bill, passed in the Lok Sabha on December 27 last year with 245 votes in favour and 11 against the Bill.

The Bill criminalises the practice of instant triple talaq with a provision of three years imprisonment to the erring husband.

The ruling Bharatiya Janata Party (BJP), on the other hand, has been pushing for The Citizenship (Amendment) Bill, if passed, will pave the way for the illegal immigrants (Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan) eligible for Indian citizenship after six years of residence in India.
