AP Gives Permission for Construction of Secretariat at Amaravathi

The Andhra Pradesh Government is making all efforts to shift the Capital to Vijayawada at Amaravathi township by June 2016.  The Government today issued orders according permission for construction of office space of six lakh sft for Secretariat at Amaravathi.

The Commissioner, Andhra Pradesh Capital Region Development Authority (APCRDA), Vijayawada has stated earlier that land has been reserved for construction of office space for shifting the Secretariat from Hyderabad to Vijayawada at Amaravati Township. Government also desired that latest by June 2016, the shifting of Secretariat shall be completed in the interest of administration.

The Commissioner, APCRDA has proposed to construct the office space of six lakhs sft. in the land of APCRDA with an estimated cost of Rs.300 Crores. In which, investment by Government of Andhra Pradesh will be around Rs. 150 Crores by way of interest free loan and remaining Rs.150 crores on loan basis obtained by CRDA from HUDCO with a re-payment period of 15-20 years at an interest rate of 10.65%. After construction, the space will be allocated to Government Departments on rental basis and lease amount will be paid to APCRDA for repayment of loan.

Government, after careful examination of the matter, today accorded permission to the Commissioner, APCRDA to call tenders for construction of office space in 20 acres of land for Secretariat at Amaravati Township at an estimated cost of Rs.180 crores. Tenders should be called for both Conventional and Prefabricated systems by giving time of completion up to 30.06.2016 and at the time of evaluation of tenders whichever system is cheaper, the contract will be awarded to L1 of that system, subject to obtaining necessary clearances and works undertaken in accordance with the Rules and Regulations with payments being managed through the DWA system. Government further agreed to sanction Rs.90 crores interest free loan to CRDA and authorize the Commissioner, APCRDA for seeking the balance required loan from HUDCO on normal terms and conditions. Government further directed various Departments to pay monthly lease rentals from their budgetary grant to APCRDA. After construction, various Departments will be allocated required space on pre-decided monthly rental basis which will be paid to APCRDA.

The Commissioner, Andhra Pradesh Capital Region Development Authority, Vijayawada shall take further necessary action accordingly, the Government order said.(NSS)
