Hyderabad: The Comptroller and Auditor General of India has pointed out that the Telangana Government was poor in spending the allocated amounts on many flagship schemes during the financial year 2014-15.
Double Bed Room Houses:
The State Government had allocated an amount of Rs. 111.58 crore in 2014-15 for construction of Two Bed Room Houses, along with infrastructural facilities, for BPL families in rural areas. However, no expenditure was incurred during the year due to non-finalisation of scheme modalities.
Similarly, for the Urban Area Programme, am amount of Rs. 7.29 crore was provided in the budget with GHMC being the implementing agency. However, no amount was released in spite of requests from the GHMC authorities. Further, entire budget provision in respect of construction of two bed room houses in rural and urban areas was surrendered (March 2015) due to the failure to commence the works for want of administrative approval.
Water Grid:
Out of the total budget provision of Rs. 2,000 crore for the year 2014-15, only an amount of Rs. 105 crore ws released (December 2014) and credited to PG account in January 2015 towards investigation, design and detailed estimated preparation. Subsequently, the entire amount was withdrawn and deposited in the IDBI Bank, of which an amount of Rs. 103.50 crore was kept in Fixed Deposits (03 February 2015) for a period of six months. However, only Rs. 27 crore was spent towards advances of RWS&S division and an amount of Rs. 76.22 crore (including interest Rs. 5.96 lakh) was laying unutilised as on 31 July 2015.
Telangana Amaravirula Pathakam:
Government budgeted Rs. 100 crore during 2014-15 to provide financial assistance of Rs. 10 lakh to each of the bereaved families (i.e. 1,000 bereaved families) who have sacrificed their lives for achieving statehood of Telangana. The government released Rs. 48.10 crore in March 2015 and accorded administrative sanction for 481 identified beneficiaries. Subsequently, an amount of Rs. 43.60 crore was drawn and financial assistance of Rs. 43 Crore was disbursed to 430 bereaved families and remaining payments were not made due to pending enquiry and family disputes.
