SIR to begin in Hyderabad soon – Know mapping rules, document checklist

During the SIR, every citizen will be able to find a place in the electoral roll either through mapping or by submitting documents.

Hyderabad: Ahead of the Special Intensive Revision (SIR) of electoral rolls, which is likely to begin soon in Hyderabad and other districts of Telangana, citizens need to be clear with the mapping rules and document checklist before the start of the exercise.

Every elector needs to complete the following two steps before the beginning of the exercise

  1. Check their names in the current electoral roll.
  2. Check their or their relatives’ names in the 2002 SIR list.

Check current eroll

As enumeration forms are distributed only to those who are in the current electoral roll, citizens need to check their names on the ECI website.

In case it is not found, they can fill FORM 6 on the ECI website.

Even if the names of the voters are listed on the electoral roll, citizens need to ensure the correctness of the details. If any details are found incorrect, fill FORM 8.

Mapping rules for SIR in Hyderabad

During the SIR, every citizen will be able to find a place in the electoral roll either through mapping or by submitting documents.

Voter mapping is possible if their names or their relatives’ names are available in the 2002 SIR list. For the sake of SIR, the following six relatives are allowed

  1. Father
  2. Mother
  3. Maternal grandfather
  4. Maternal grandmother
  5. Paternal grandfather
  6. Paternal grandmother

If a voter is successfully linked through the mapping process, no documents will be needed at this stage. Those who remain unlinked will be issued notices later in the SIR process and asked to submit proof from a prescribed list.

These include government identity cards or pension orders, certificates issued before July 1, 1987, by public authorities or banks, birth certificates, passports, educational certificates, permanent residence certificates, forest rights documents, caste certificates, family registers, NRC records where applicable, or government land or housing allotment papers.

For Aadhaar, separate Election Commission directions will apply.

The documentation required will also depend on a voter’s date of birth.

Those born before July 1, 1987, must submit proof for themselves. Those born between July 1, 1987, and December 2, 2004, must provide a document for themselves and one parent.

Voters born after December 2, 2004, will have to submit proof for themselves as well as for both parents.

Logical discrepancies

Even after successful family mapping in Telangana districts, including Hyderabad, and other states, voters can get SIR notices in the following cases.

  1. In case of mapping with parents
    • Age gap between voters and parents is less than 15 years
    • Age gap between voters and parents is more than 50 years
  2. In case of mapping with maternal/paternal grandparents
    • Age gap between voters and maternal/paternal grandparents is less than 40 years
  3. More than six persons mapped with a single person listed in the 2002 SIR list.

In all of the above-listed discrepancies, voters are most likely to get notices. However, in such cases, voters just need to prove the relationship with the elector in the 2002 SIR list.

As per Uttar Pradesh Chief Electoral Officer (CEO) Navdeep Rinwa, to reply to logical discrepancy notices, voters can submit any documents, not necessarily from ECI-listed documents, to prove the relationship.

Those who are mapped with parents may be asked to provide any document of theirs mentioning both their name and their father or mother.

In case of mapping with maternal grandparents, electors may be asked to provide any document of theirs mentioning both their name and their mother. Apart from it, such electors need to provide their mother’s document mentioning her name and their father’s or mother’s names.

In case of mapping with paternal grandparents, electors may be asked to provide any document of theirs mentioning both their name and their father. Apart from it, such electors need to provide their father’s document mentioning his name and their father’s or mother’s names.

As citizens in Telangana can be asked to prove their relationship with voters in the last SIR through documents in case of the above logical discrepancies, family mapping needs to be done carefully and only with the allowed relatives.
