CV Anand takes charge as Telangana Director General of Police

Anand was appointed DGP on April 28.

Hyderabad: Indian Police Service (IPS) officer CV Anand on Friday, May 1, took charge as Telangana’s new Director General of Police.

However, Anand asked police officials not to pay the customary courtesy visit and to concentrate on maintaining law and order. The DGP said he would meet them at an appropriate time.

This move marks a shift from long-standing practices in the police department. Usually, officers visit the state headquarters to greet a new DGP. Anand replaces B Shivadhar Reddy, who served as the DGP for seven months.

CV Anand appointed DGP

Anand was appointed DGP on April 28. He will serve as the head of Telangana police and will receive an apex scale pay of Rs 2,25,000. His appointment will come into effect on the day he assumes charge.

Anand, a 1991-batch IPS officer, earlier served as Director General of the Anti-Corruption Bureau (ACB) and twice held the post of Hyderabad city Police Commissioner. He had also served as Police Commissioner of Cyberabad.

He began his police career as Assistant Superintendent of Police (ASP) in the Warangal Rural sub-division.

The first nine years of his service were spent in naxal-affected districts, where he led operations and was involved in several encounters, it added.

He was awarded the President’s Gallantry Medal for his high-risk operations and role in countering naxalism.

New DGP outlines strategy

Addressing the media on the occasion, CV Anand has outlined a comprehensive strategy to modernise policing in Telangana, with a strong focus on tackling emerging threats such as cybercrime, narcotics, and road safety challenges.

Highlighting the changing nature of crime, the DGP said criminals are increasingly shifting to cybercrime, enabling them to operate remotely through hacking and intimidation.

While the state has set up a Cyber Security Bureau to track mule accounts in coordination with banks, he stressed that district Superintendents of Police (SPs) and Commissioners of Police (CPs) must play a more active role at the field level to ensure an effective crackdown.

Raising concern over the spread of narcotics, he said it remains a major issue for society and parents. To address this, the state is promoting coordinated efforts between the Anti-Narcotics Bureau, local police, and the Education Department. Plans are underway to set up Anti-Drug Committees in schools and colleges, which will also tackle related issues such as ragging.

On road safety

On traffic and road safety, the DGP noted that around 1,600 new vehicles are being added daily in four commissionerates, putting pressure on infrastructure. He proposed the creation of a state-level Traffic Management and Road Safety Bureau to standardise enforcement of rules such as helmet and seatbelt use.

The initiative aims to bring down the nearly 7,500 annual road accident deaths through better road engineering, removal of encroachments on footpaths, and awareness campaigns like “Arrive Alive”.

To strengthen investigations, the DGP emphasised restoring the state’s CCTV network by repairing or replacing non-functional cameras. He noted that officers increasingly rely on CCTV footage and Call Detail Records (CDR), and also called for renewed focus on traditional crime scene investigation techniques.

Cordon and Search will continue: DGP

Cordon and Search operations will continue, but will be intelligence-based and targeted at drug suppliers and known offenders to avoid legal complications, he added.

Addressing law and order during occasions such as Bakrid, the DGP made it clear that only the police will enforce the law, and private groups will not be allowed to intervene.

He said a dedicated helpline will be set up for public reporting, and check-posts will be established at state and district borders to prevent illegal transport.
