Will complete 2BHK houses during 99-day action plan: Telangana Minister

Ponguleti Srinivasa Reddy assured that 1,12,000 Indiramma houses sanctioned in the first phase will be constructed across the state by March 31, and another 1 lakh houses will be constructed by June 1

Hyderabad: Telangana Housing Minister Ponguleti Srinivasa Reddy said that all the 2bhk houses that were either left incomplete or left without being provided basic facilities will be allotted to eligible beneficiaries by the end of the 99-day action plan presently in progress.

Specifically, he said that during the 99 day action plan, he said those 2BHK houses where beneficiaries were not staying, and newly allocated 2bhk houses will be completed with basic facilities.

Replying to questions raised by MLAs in the assembly during the question hour on Wednesday, March 25, Reddy has disclosed that out of 2,31,206 houses sanctioned during the Bharat Rashtra Samithi (BRS) government, 1,62,936 houses were allotted, with some without basic facilities. He said that the rest of the houses that were still under construction, and those not having basic facilities, will be completed and allotted by June 12.

2bhk situation in GHMC’s limits

Under the Greater Hyderabad Municipal Corporation’s (GHMC) limits, Ponguleti said that the BRS government had sanctioned around 92,000 2bhk houses, out of which around 61,000 were completed with minimum basic facilities, and there were still 21,838 houses still pending, where pillars or slabs were raised but left unconstructed.

He also said that just before the 2023 assembly elections, the then BRS government had given allotment letters to 23,500 beneficiaries under the GHMC’s limits, but out of them 12,000 2bhk houses were unoccupied.

Ponguleti stated that these were mostly related to the 2bhk complexes built in Sangareddy, Medchal and Rangareddy districts.

“We had sent notices to those beneficiaries asking them to occupy them within 2 months, or else those houses will be re-allotted to the next eligible beneficiary. Around 6,500 beneficiaries responded, and out of them 4,000 replied submitting that they were unable to occupy those apartments because the allotted house was too far from their place of livelihood,” he noted.

He added that the state government has extended that notice period for another two months, and if the beneficiaries still failed to occupy them, the houses will be re-allotted to the next beneficiary staying within 5 km radius of the housing colony.

Ponguleti declared that the state government has decided to address this issue, by constructing the future housing colonies close to the locations where the slums had earlier existed. He said such housing colonies were identified in 14 to 15 locations under GHMC’s limits, where such constructions will be taken up, along with tier-1 cities like Khammam, Warangal, Nizamabad, Adilabad and Mahabubnagar.

He said the reason for basic facilities not provided to 80 2bhk colonies was that in 2017, the sanction of funds for basic facilities was cancelled and a government order was issued.

“We have sanctioned Rs 784 crore to provide basic facilities in those 2bhk colonies, out of which Rs 432 crore has been spent. We will need anywhere between Rs 200 to 220 crore more. This was how we were able to complete 2bhk houses in Secunderabad Cantonment and Jubilee Hills,” he said.

On the shops constructed in 2bhk colonies across the state, he said the state government has already taken a decision to give them to prospective vendors after conducting an open auction, the gained revenues of which would be deposited in a joint account setup by the 2bhk colony association president, and the municipal official/sarpanch concerned.

“The interest gained from the amount deposited will be used for the maintenance of the 2bhk colony, and it can’t be used by the government,” he said.

On the incomplete/under-construction 2bhk houses in the villages and various municipalities, he said that if the old contractors were willing to complete the work under the past prices, they could go ahead.

In case no contractor came forward, the balance amount left after the payment made to the contractor for the partial work done, will be given to the beneficiary, to complete the remaining work.

Indiramma Houses and Gruha Laxmi

Ponguleti also assured that 1,12,000 Indiramma houses sanctioned in the first phase will be constructed across the state by March 31, and another 1 lakh houses will be constructed by June 1.

He also announced that the second phase of Indiramma houses will be given by the end of April or by first week of May.

“Those Indiramma houses that were left incomplete in the past, and also those houses sanctioned under Gruha Laxmi scheme and partly constructed will also be given a nominal amount so that the beneficiaries can complete the construction,” he announced, stating that such houses will be taken up in the second phase.

The 99 day action plan is being implemented in the state from March 6 to June 12.

Concerns raised by the opposition members

Informing the House that in many villages newly-elected sarpanches were trying to interfere in the allotment process, Kamareddy BJP MLA K Venkata Ramana Reddy urged the state government to support the officials and prevent allotment of houses to those close to the local politicians.

Khairatabad MLA Danam Nagender said that in Jubilee hills road number 46, there were 400 2bhk houses constructed in 3 floors, but were left incomplete since then. He urged the government to complete the houses in Durga Bhavani Nagar, Indira Nagar in Khairatabad, and Gayatri Hills in his constituency, and allot them to eligible beneficiaries who were already identified.

Maheshwaram MLA Sabitha Indra Reddy said that in her constituency, 12-floor apartment complex was built, and even elevators were installed, but due to lack of basic facilities like electricity, beneficiaries were not able to occupy them.

She said that 10,000 2bhk houses were constructed in her constituency, out of which 5,000 were not allotted due to lack of basic facilities. She urged the government to complete those houses and allot those houses through lottery draw, the way she claimed they were allotted in the BRS government.

Sanathnagar MLA Talasani Srinivas Yadav informed that in Hyderabad, in many places basti dwellers were displaced for construction of 2bhk houses. In order to allot them the houses, Yadav said that officials were seeking 12 types of documents as proof that they lived there before.

“People who live in the bastis usually won’t have the necessary papers. Because of their houses being allotted to people from other bastis, clashes between people are taking place in some 2bhk complexes in my constituency,” Yadav informed.

He also sought to know whether in the last 2.5 years a single 2bhk house was constructed by the Congress government.

BRS spreading false propaganda on housing budget: Bhatti

Speaking on the housing schemes and budget allotments, Deputy Chief Minister and Finance Minister Bhatti Vikramarka recalled that in the united Andhra Pradesh, former Chief Minister Dr YS Rajasekhara Reddy had initiated the Indiramma housing scheme with the noble aim of ensuring dignity for the poor, and said the present government was continuing with the same spirit with substantial budget allocations.

He accused the BRS leaders of spreading false propaganda that funds have been reduced for housing in the present budget year, though Rs 22,500 crore has been allocated for constructing 4.5 lakh houses across the state, with 3,500 houses per constituency.

He emphasised that the government was firmly supporting the beneficiaries with the slogan: “Build the house, get the bill paid.” Despite financial constraints, he said the government has not stepped back from supporting the poor.

House site pattas issued to 53 transgenders

Ramagundam MLA MS Raj Thakur said that house site pattas had been issued to 53 transgenders, which is the first time such title deeds had been granted to the community in the state’s history.

Thakur told the House that around 11,000 additional destitute individuals had been identified and that efforts were underway to construct Indiramma houses for them on vacant plots, with plans to establish a dedicated “Indiramma Colony” for them.
