
Hyderabad: The Telangana government on Tuesday, February 4, accepted three key recommendations of a judicial commission appointed by it for implementation of SC categorisation, while rejecting the panel’s other suggestion to exempt the creamy layer from reservations, chief minister A Revanth Reddy said.
Reddy was making a statement on the SC categorisation in the state Assembly on Tuesday, February 4.
The Commission headed by retired High Court judge Justice Shameem Akther submitted its recommendations to the sub-committee headed by state civil supplies and irrigation minister N Uttam Kumar Reddy on Monday.
The panel has recommended the introduction of a creamy layer suggesting that MLAs, MPs, ZP chairpersons, Mayors and other public representatives, as well as those in government Group 1 service and similar positions, should be considered as the creamy layer.
The commission said the state government should take appropriate steps to exclude these people from availing the benefits of second-generation reservations, Reddy said.
“The government, after reviewing the recommendations of the single-member judicial commission led by Justice Shameem Akhtar, has approved recommendations 1, 2, and 3 mentioned above. However, it has rejected the 4th recommendation, which pertains to excluding the creamy layer from the scope of reservations,” Revanth Reddy said.
Categorisation of SC sub-castes into 3 categories
The commission in its recommendations said the 59 Scheduled Caste (SC) communities can be divided into three groups viz 1, 2, and 3 for a total reservations of 15 percent.
Group 1 comprises 15 socio-economically and educationally most backward and neglected scheduled sub-castes, for whom the commission has recommended 1% reservation. They form 3.288% of the total SCs.
In Group 2, there are 18 SC sub-castes that have been moderately benefited, which form 62.748% of the SCs. They have been recommended 9% reservation.
The Group 3 covers 26 SC sub-castes which have been better benefited. They have been recommended by the commission to avail 5% reservations.
How vacancies will be filled in the three SC categories
The Commission has proposed a preferential model for filling up the vacancies in an orderly and equitable manner. The vacancies notified and not filled in Group 1 shall be filled by the next priority group i.e. Group 2. The vacancies not filled in Group 2 should be filled by Group 3. If suitable candidates are not available in all the groups, the vacancies not filled should be carried forward.
Roster points for SC sub-castes
The Commission has recommended 7 roster points for sub-castes in Group 1; 2,16,27,47,52,66,72,87 and 97 roster points for sub-castes in Group 2; and 22,41,62,77 and 91roster points for sub-castes in Group 3.
The state government is hoping that the SC communities who have been waiting for many years will benefit from the SC classification.
Feb 4 to be observed as ‘Telangana Social Justice Day’
On account of tabling the statements of caste survey and SC categorisation, chief minister A Revanth Reddy has declared that every year, February 4 will be observed as “Telangana Social Justice Day” here afterwards.
Appealing to the Dalits that there was no need for any sacrifices from the community members anymore, he said that Telangana will also help those states which want to implement the SC categorisation in their respective states.
BRS MLAs stage walk-out of the assembly
While welcoming the SC categorisation move the of the state government, BRS working president KT Rama Rao, along with all BRS MLAs staged a walk-out of the assembly as their protest against the BC census, the statement of which, was tabled in the assembly by the chief minister.
